The school  2 of the University of Informatics Sciences (known as UCI) hosts from March 6th to 17th, 2017 the judges from all the territories of the country that receive training for the Management System of the National Courts, as part of the process of Computerization of Cuban society.

The course is taught by specialists from the Department of Application Development, the Center for Electronic Government (CEGEL), school 3, which carried out the software solution and began training and accompanying, in a first stage of the month, to the magistrates of the province of Pinar del Río.

Given the successful outcome in the western territory of Cuba - the judges assimilated the technology correctly and issued positive criteria - the Supreme Court, in conjunction with the management of the university, decided to do the  training at the national level, that is why  there are in this center of higher education about 80 judges who work in the area of criminal and economic, and computer science throughout the country.

Ing. Darián González Ochoa, director of CEGEL, informed us that although they develop other procedures, they were asked to focus primarily on the criminal and economic issues because they have a direct impact on the procedures carried out in each province. In the first week, "he said," they train in the classroom with professors  from  the center who participated directly in the development of this solution.

This week, González Ochoa added, practical work will be carried out with cases and real files in six municipalities in Havana, where they will confirm that this software solution meets the needs of the judges and that the greatest impact will be on citizenship, when the processes can be solved with more promptness and quality in the processing.

This, explained the director of CEGEL, also implies savings of resources in the court system because those who can make decisions have the facility to see what process is going, which translates into better justice, which is what we aspire to. All this, he emphasized, is part of the development and computerization of the country.

We also talked with some of the judges who are trained in the UCI in the Management System of the Popular Courts and all are grateful and highlight the excellent preparation and quality of the teachers who teach the course because they were part of the project and have been able to evacuate all the doubts, as well as to offer some suggestions to make it more viable and useful to the recipients of the product.

They draw attention to the knowledge that educators have acquired on judicial matters, which facilitates the exchange.

For Raisa Díaz Quiala, judge of the Municipal Court of Havana, this computerized system is well planned and designed according to the terms used and what is established by the Law of Criminal Procedure, which must carry out a uniform procedure for the whole country, not just provisions. That is, it is more than eliminating the workload of the judge.

We have noticed, he said, that there are some errors that can be corrected before arriving at the moment we put it into practice in our system. Everything points out  to the best development of the courts, according to the current scenario in which we live.

Meanwhile, specialist Yudiel Russet Sánchez, judge of the Third Criminal Court of the Provincial People's Court of Havana, said that in the midst of the process of computerization of Cuban society, this application is an important step forward, join in the effort of the country to provide institutions with computer tools to improve the management and quality of work already implemented.

For him, this system allows greater control over the affairs of the secretaries, judges and presidents of each judicial structure, since they can know, from their workstation, in what state the situation of each process is and what procedures are behind.

It gives the possibility to correct the organizational issues and to take the appropriate measures to solve the problems. That is one of the greatest advantages as a tool for work, said Russet Sánchez.

Meanwhile, the specialist Yunieska Gomez Montero, vice president of the Provincial People's Court of Villa Clara, believes that the training they receive is very necessary because they will transmit in their provinces what has been learned in order to implement the system in each place.

On the importance of the Management System of the Courts, the judges agree again: it humanizes, streamlines and perfects the work because it does not allow you to make mistakes in data that before had to revise again and again. In addition, it contributes to the development and improvement of the processing of the processes.

They agree that the procedures are streamlined without having to interact between secretaries, sheriffs and others. It seems to them an excellent system, based on their level of acuity, of thoroughness, and of the possibility of having to foresee all the situations that can be given in the daily life of the courts, and thus resolve them.
